The ongoing pandemic has, undoubtably, adversely impacted every citizen of Bangladesh. However, this impact is disproportionately higher among the marginalised and disadvantaged communities. As such, specific and rightly directed policies need to be implemented for these vulnerable groups. Employment being restored with low skills and low-income jobs, extensive under-employment, growing indebtedness and deepening inequality have been on the rise during the second wave.

কোভিড -১৯ এর অর্থনৈতিক প্রভাব স্বাস্থ্য এবং সামাজিক সম্পর্কিত প্রভাবগুলোর তুলনায় অনেক গভীরভাবে পড়েছে। আয়ের হ্রাস এবং ব্যয়ের থেকে সমাজে সবচেয়ে প্রান্তিক জনগোষ্ঠীর মানুষগুলো পুরোপুরি সেরে উঠতে পারেনি। বিপুল সংখ্যক পরিবার ঋণের জালে পড়েছে এবং তাদের সঞ্চয় হারাচ্ছে।

The economic impact of COVID-19 has been far more profound compared to the health and social-related impacts for the marginalised population in Bangladesh. Apparently, all marginalised groups (LNOB and PNOB) could not fully recover from the deceleration of income and expenditure.

The Centre for Policy Dialogue (CPD) and Oxfam in Bangladesh have been implementing a project titled ‘Enhancing the participation of community-based organizations (CBOs) and civil society organizations (CSOs) in democratic governance in Bangladesh’ with support from the European Union in Bangladesh. The motivation driving the project activities is to strengthen Sustainable Development Goals (SDGs) localisation in the Bangladesh context.

করোনাভাইরাস অতিমারির কারণে গতবছরের মার্চ মাস থেকে প্রায় এক বছর বন্ধ রয়েছে সকল শিক্ষা প্রতিষ্ঠান। সাম্প্রতিক পরিস্থিতি বিবেচনা করে আগামী মার্চ-এপ্রিল মাসে সীমিত আকারে শিক্ষা প্রতিষ্ঠান খোলার চিন্তা করছে সরকারের সংশ্লিষ্ট মহল। শিক্ষক ও অভিভাবকসহ সাধারণ মানুষ স্কুল খুলে দেওয়ার পক্ষে মতামতা দিলেও, তারা মনে করেন, স্কুল খুলে দিলে সংক্রমণের হার বেড়ে যেতে পারে।

বাংলাদেশের জাতীয় রাজস্ব বোর্ডের তথ্য অনুযায়ী চলতি অর্থবছরের প্রথম ছয়মাসে প্রায় ১০ হাজার ২২০ কোটি টাকা অপ্রদর্শিত আয় প্রায় সাড়ে নয়শ কোটি টাকা কর দিয়ে বৈধ করেছেন সাত হাজার ৪৪৫ জন করদাতা, যা বাংলাদেশের ইতিহাসে কখনো ঘটেনি। চলতি বছরের বাজেটে অপ্রদর্শিত আয় সম্পর্কিত আইনে পরিবর্তন আসায় করদাতারা অপ্রদর্শিত আয় বৈধ করতে উৎসাহিত হয়েছেন বলে অনেকেই মনে করছে।

অতিমারির সময়কালে অনেক প্রবাসী বাংলাদেশে ফেরত এসেছে। তাদের জন্য সরকার প্রণোদনার ব্যাবস্থা করলেও তা প্রাপ্তির ক্ষেত্রে সমস্যা রয়ে যাচ্ছে। ব্যাংক ঋণ সুবিধা পাওয়ার ক্ষেত্রে সঠিক কাগজপত্রেরর অভাবে প্রবাসীরা ঋণের জন্য আবেদন করতে পারছেন না। অনেকক্ষেত্রে তথ্যের ঘাটতি থাকার কারণে ব্যাংকও ঋণ দিতে দ্বিধান্বিত থাকছে।

Overall benefits of farmers in Bangladesh are not seen as much as the development of the agriculture sector. Ensuring the survival of small and marginal farmers has become a challenge. Despite bumper yield, the price of paddy increases every year, and farmers do not get their fair share of the profit.

বাংলাদেশে কৃষিখাতে যতখানি উন্নতি হয়েছে, ততখানি কৃষকের উন্নতি হয়নি। অন্যদিকে উৎপাদনের প্রাক্কলনেও সমস্যা রয়েছে। ক্ষুদ্র ও প্রান্তিক কৃষককে রক্ষ্যা করাই এই খাতে মূল চ্যালেঞ্জ। আগামী বোরো ধান চাষের পরবর্তী সময়ে খাদ্য পরিস্থিতিকে নজরদারির মধ্যে রাখতে হবে। বর্তমানে চালের বাড়তি দাম যেন উৎপাদকের কাছে পৌঁছাতে পারে, তা নিশ্চিত করতে হবে। অন্যদিকে, চালের দাম যেন নিম্ন আয়ের পরিবারগুলোর ওপর চাপ সৃষ্টি না করে তা খেয়াল রাখতে হবে।

Bangladesh’s coronavirus experience is mixed compared to the experiences of its neighbouring countries. While Bangladesh is doing better than countries like India, Pakistan and Sri Lanka in terms of coronavirus cases, deaths and number of tests, it is faring worse than Thailand, Vietnam and Cambodia. Even with the arrival of the COVID-19 vaccines to combat the pandemic, there remain questions regarding whether the vaccines are a scientific triumph or a commercial success. These observations were presented in a virtual dialogue on “Access to COVID-19 Vaccine in Bangladesh: Who, When and How?” on 20 December 2020.
