Marginalised people should be made visible in the national development landscape. If they are not made visible here, if their voices are not heard, then the desire that we have for policy change will not be realized.
একটি ব্যতিক্রমধর্মী অর্থনৈতিক পরিস্থিতি নিয়ে আমরা আইএমএফের কাছে গিয়েছি। এ কারণেই আইএমএফ এর কর্মসূচি বর্তমানে আমাদের জন্য বেশি গুরুত্বপূর্ণ হয়ে উঠেছে। ফলে সমাজের অসুবিধাগ্রস্ত মানুষের কাছে আইএমএফের তাৎপর্য নিয়ে এখনো আশংকা রয়ে গিয়েছে।
করোনা অতিমারি জাতীয় ও বিশ্বব্যাপী বিভিন্ন মাত্রায় ক্ষতির সৃষ্টি করেছে। সমগ্র বিশ্ব যখন এ ক্ষতি কাটিয়ে উঠছিল, ঠিক তখনই ইউক্রেন-রাশিয়ার যুদ্ধ বিশ্বব্যাপী অনিশ্চয়তার এক নতুন মাত্রা যোগ করেছে। বাংলাদেশও সে অনিশ্চয়তার ফল ভোগ করছে।
বাংলাদেশ জাতীয় সংসদে বৈষম্য বিরোধী বিল ২০২২ উত্থাপন করা হয়েছে। নাগরিক সমাজের বিভিন্ন পর্যায় থেকে বহুদিন ধরেই এমন একটি আইন প্রণয়নের দাবি জানানো হয়েছে। ২০১৭ সালের ডিসেম্বরে মাসে এসডিজি বাস্তবায়নে নাগরিক প্ল্যাটফর্ম, বাংলাদেশ এর আয়োজনে অনুষ্ঠিত নাগরিক সম্মেলনের ঘোষণাপত্রেও এই আইনের দাবি করা হয়েছিল।
বাংলাদেশের যুব সমাজ নানা ধরণের আর্থ-সামাজিক বৈচিত্র নিয়ে একটি গুরুত্বপূর্ণ গোষ্ঠী। দেশের উন্নয়নের মূল চালিকা শক্তি হিসেবে এই যুব সমাজকেই চিহ্নিত করা হয়েছে বিভিন্ন আলোচনায়। কিন্তু এটি অনস্বীকার্য যে, চলমান কোভিড-১৯ অতিমারির অভিঘাত সব থেকে বেশি পড়েছে দেশের এই যুব সমাজের ওপরে।
Youth in Bangladesh do not belong to any homogenous group; instead, it incorporates gender diversity, disability, ethnic/religious minority, and vulnerable groups, including refugees, geographically or professionally lagged behind community, etc. At the same, the youths have been considered as the driving force towards the country’s development.
It is the high time for the government, to pass an ‘Anti-Discrimination Act’ to ensure the right-based development of the plain-land indigenous, dalit and other marginalised communities. It is often found that these communities are not properly incorporated in various national censuses.
দেশের সমতলের আদিবাসী ও দলিত জনগোষ্ঠীর প্রতি বৈষম্য নিরসন এবং তাদের অধিকারভিত্তিক উন্নয়ন নিশ্চিতকরণে সরকারকে “বৈষম্য বিরোধী আইন” প্রণয়ন করতে হবে। দেশের সমতলের আদিবাসী ও দলিত জনগোষ্ঠীর প্রকৃত সংখ্যা নিরুপণ ও বিষয়ভিত্তিক তথ্য সংগ্রহের মাধ্যমে বিভিন্ন জাতীয় নীতিমালায় তাদের উন্নয়ন চাহিদাসমূহ অন্তর্ভূক্ত করা প্রয়োজন। এছাড়া দেশের স্থানীয় ও জাতীয় পর্যায়ে শিক্ষা, কর্মসংস্থান ও ক্রীড়া ক্ষেত্রে সমতলের আদিবাসী ও দলিত জনগোষ্ঠীর যুবসম্প্রদায়ের সুযোগ সৃষ্টির মাধ্যমে সমতলের আদিবাসী ও দলিত জনগোষ্ঠীর জীবনমান উন্নয়নে সরকারের বিশেষ কার্যক্রম গ্রহন করা প্রয়োজন।
