Given the disadvantageous situation of the 7.7 million CMSMEs of the country, a host of stimulus packages amounting to Tk. 59, 292 crore to deal with the adverse impact of the ongoing pandemic were announced by the government since April 2020.
Voluntary National Review (VNR) is not just a report but a process. Five years of VNRs have been beneficial in view of meaningfully engaging stakeholders, providing important accountability and communication tools, monitoring Sustainable Development Goals (SDG) implementation while identifying gaps and integrating SDGs into national development plans.
চলমান অতিমারিতে দেশের স্বাস্থ্য, শিক্ষা, খাদ্য, কর্মসংস্থানসহ সার্বিক অর্থনীতিতে বিরূপ প্রভাব পড়েছে। এ পরিস্থিতি মোকাবেলায় তৃণমূল পর্যায়ে সচেতনতা বৃদ্ধি, ত্রাণ ও নগদ সহয়তা, কর্মসংস্থান সৃষ্টি ইত্যাদি বিভিন্ন কার্যক্রমের মাধ্যমে সরকারের পাশাপাশি স্থানীয় নাগরিক সমাজের সংগঠন ও বেসরকারি উন্নয়ন সংস্থাসমূহ গুরুত্বপূর্ণ ভূমিকা রেখে চলেছে।
চলমান কোভিড-১৯ অতিমারির ফলে দেশের ১.৩ কোটি নাগরিক চাকরি হারানোর ঝুঁকিতে রয়েছেন। বিশেষ করে, অস্থায়ী কিংবা খণ্ডকালীন কর্মসংস্থানের সাথে নিয়োজিত নাগরিকেরা এই ঝুঁকিতে পড়েছেন।
দেশে বর্তমান সময়ে সর্বোচ্চ সংখ্যক কোভিড-১৯ আক্রান্ত রোগী শনাক্ত হচ্ছেন। দিন দিন মৃত্যুর সংখ্যাও বৃদ্ধি পাচ্ছে। জনগণের মাঝে কোভিড-১৯ অতিমারীর ঝুঁকি সম্পর্কে পর্যাপ্ত সচেতনতা দেখা যাচ্ছে না। একই সাথে, স্বাস্থ্যবিধি মেনে চলার জন্য পর্যাপ্ত স্বাস্থ্য উপকরণও সহজে পাওয়া সম্ভব হচ্ছে না।
করোনা ভাইরাসের কারণে সৃষ্ট বৈশ্বিক মহামারি মোকাবেলায় সরকারের পাশাপাশি বেসরকারি উন্নয়ন প্রতিষ্ঠানসমূহ দেশজুড়ে প্রান্তিক ও পিছিয়ে পড়া জনগোষ্ঠীকে সহযোগিতার জন্য সচেতনতা বৃদ্ধি, খাদ্য ও কৃষি সহায়তা, স্বাস্থ্যসেবা, নগদ সহায়তা, নিরাপদ পানি সরবরাহ ও পরিচ্ছন্নতা রক্ষা এবং ত্রাণ কার্যক্রম পরিচালনা করছে। বেসরকারি খাতের এ সকল অবদানের ধারাবাহিকতা রক্ষা এবং সমন্বয় সাধনের জন্য একটি জাতীয় কাঠামো প্রণয়ন করা প্রয়োজন।
Non-State Actors (NSAs) of Bangladesh have been contributing to the COVID-19 response activities across the country. As the economic slowdown, caused by the pandemic, affects the livelihoods of the marginalised communities and people living in hard-to-reach areas, the NSAs of the country are playing an instrumental role in providing support to the affected people.
The Citizen’s Platform for SDGs, Bangladesh organised a national Conference titled “VNR 2020 of Bangladesh: Positioning Non-State Actors” on 11 March 2020 in Dhaka. The event was organised in association with, eleven (11) of its Partner Organisations, ActionAid Bangladesh, Centre for Policy Dialogue (CPD), HEKS/EPER, Manusher Jonno Foundation (MJF), Nagorik Uddyog, Plan International Bangladesh, Save the Children in Bangladesh, Transparency International Bangladesh (TIB), VSO Bangladesh, WaterAid Bangladesh and the World Vision Bangladesh.
The non-state actors, such as civil society organisations, private sector, media and development partners, have been contributing in various capacities and extents in Bangladesh’s development journey.
The government has various schemes and projects to create skill development and employment opportunities for the youth cohort of the country. But the public services, aimed for creating employment opportunities for the youth, are not being effective enough to meet the country’s long term employment target – 30 million jobs by 2030, due to the lack of coordination among various government agencies.
