As is known, a central overarching objective of the SDGs is to "leave no one behind". From this perspective, the Citizen’s Platform prepared the present volume in collaboration with its partners, and with support from eminent experts, recording the state of SDG delivery in the country.
Over the past five decades, Bangladesh has made significant progress in a number of important health sector areas. Maternal mortality rate has come down by almost two-thirds, and infant and child mortality rates were reduced by 44 per cent and 35 per cent, respectively; Bangladesh’s total fertility rate is currently approaching replacement level and is the lowest in South Asia (except for Sri Lanka).

While income losses and high inflation meant less affordability of household’s food and nutrition necessities, supply disruptions caused by movement restrictions prevented the uptake of essential health services.
The COVID-19 pandemic had caused an enduring negative impact on the lives and livelihood of the disadvantaged communities of Bangladesh, i.e., the traditionally “left behind” and the newly “pushed behind” communities. In view of this crisis, the present study, through a face-to-face household survey, focuses on the coping approaches undertaken by some specific disadvantaged groups in Bangladesh.
বাংলাদেশের জাতীয় স্বাস্থ্য নীতি ২০১১-এর মূল স্লোগান হলো, সুস্বাস্থ্য উন্নয়নের হাতিয়ার। এই স্বাস্থ্য নীতির শুরুতেই মাননীয় প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, ‘স্বাস্থ্য মানবসম্পদ উন্নয়নের গুরুত্বপূর্ণ সূচক হিসেবে সার্বজনীনভাবে স্বীকৃত’।
বাংলাদেশের সামগ্রিক উন্নয়ন তথা আগামী দিনের পথচলাকে প্রভাবিত করা এবং তাঁর সঠিক দিকনির্দেশনার নিরিখে টেকসই উন্নয়ন লক্ষ্যমাত্রা (এসডিজি)-র বাস্তবায়ন অত্যন্ত গুরুত্বপূর্ণ।
এসডিজি বাস্তবায়নে নাগরিক প্ল্যাটফর্ম, বাংলাদেশ জাতীয় পর্যায় থেকে শুরু করে স্থানীয় ও তৃণমূল পর্যায় পর্যন্ত বিভিন্ন উন্নয়ন কর্মসূচি গ্রহণ করেছে। অথচ এ উন্নয়নের সুফল সমাজের পিছিয়ে পড়া জনগোষ্ঠীর কাছে পৌঁছাচ্ছে কিনা, সে সব বিষয়ে আলোচনা খুবই সীমিত। যাদের উদ্দেশ্য করে এসব উন্নয়নমূলক কার্যক্রম হাতে নেওয়া হচ্ছে, স্থানীয় পর্যায় থেকে এ বিষয়গুলোকে তারা কীভাবে মূল্যায়ন করছেন, তা সঠিকভাবে জানা জরুরি।
উন্নয়ন পরিকল্পনা ও স্থানীয় বাস্তবতার এই প্রথাগত টানাপোড়ন বাংলাদেশের সুবিধাবঞ্চিত ও পিছিয়ে পড়া জনগোষ্ঠীর অভিজ্ঞতার মাপকাঠিতে যাচাই করা প্রয়োজন। উন্নয়নের সুফল সবাই সমানভাবে পাচ্ছে কি না, লিঙ্গ ও অঞ্চলভিত্তিক বৈষম্য রয়েছে কি না প্রভৃতি বিষয় নিয়ে আলোচনা ও মত বিনিময় নাগরিক অধিকার প্রতিষ্ঠা ও জবাবদিহিতা মূলক শাসন ব্যবস্থা প্রতিষ্ঠার অন্যতম পূর্বশর্ত।
উন্নয়নের সুফল সমাজের পিছিয়ে পড়া জনগোষ্ঠীর কাছে নিয়ে যেতে না পারলে এসডিজির অভীষ্ট ও লক্ষ্যসমূহ অর্জন করা সম্ভব হবে না, এবং এসডিজির মূল দর্শন ‘কাউকে পেছনে রাখা যাবে না’ এ প্রত্যয়ও বাস্তবায়িত হবে না। যাদের জীবনমানের উন্নতির জন্য বিভিন্ন উন্নয়নমূলক কার্যক্রম হাতে নেওয়া হচ্ছে, স্থানীয় পর্যায়ে তারা সেগুলিকে কীভাবে মূল্যায়ন করছেন তা সঠিকভাবে জানা অত্যন্ত জরুরি।
