Bangladesh is home to a large number of ethnic and religious minority groups. They add to the country’s cultural richness and tapestry, making significant contributions to the country’s socio-economic development. However, these communities are facing persistent economic and social deprivations, resulting in their further marginalisation. Their access to justice and public services is also limited.
In the World Economic Forum’s 2021 Global Gender Gap Report. Bangladesh’s score was 0.719, making it one of the top countries in the region in terms of success in closing the gender gap. The country was also ranked number seven in view of the political empowerment sub-component of the index. Indeed, Bangladesh holds the distinction of being the only country where more women have held the position of head of government than men, considering the past 50 years.
Over the recent past years, the pace of urbanisation in Bangladesh has been growing at a very fast pace. This is manifested in the increasing number of urban settlements, both large and small, and the growing number of people residing in urban areas. At present, besides 12 city corporations and 327 municipalities, there are 570 urban centres in Bangladesh.
ভূমি ব্যবস্থাপনায় দক্ষতা ও সেবা উন্নতিকল্পে ভূমি মন্ত্রণালয় সাম্প্রতিক সময়ে বেশ কিছু উদ্যোগ নিয়েছে। এর মধ্যে উল্লেখযোগ্য হল ভূমি ব্যবস্থার স্বয়ংক্রীয়করণ, ডিজিটাল ভূমি জরিপ, চর ডেলেপমেন্ট এন্ড সেটেলমেন্ট প্রকল্পের আওতায় ভূমিহীনদের মধ্যে খাসজমি বন্দোবস্ত প্রদান, ভূমি রেকর্ড আধুনিকীকরণ ইত্যাদি।
জাতীয় সংসদে ২০২২-২৩ অর্থবছরের প্রস্তাবিত বাজেট উত্তাপন করা হয়েছে এমন এক সময়ে যখন বাংলাদেশকে অতিমারী পরবর্তী অর্থনৈতিক অবস্থা থেকে উত্তরণ ও রাশিয়া-ইউক্রেন যুদ্ধের অভিঘাত-এ দ্বিবিধ চ্যালেঞ্জ মোকাবেলা করতে হচ্ছে।
করোনা অতিমারি জাতীয় ও বিশ্বব্যাপী বিভিন্ন মাত্রায় ক্ষতির সৃষ্টি করেছে। সমগ্র বিশ্ব যখন এ ক্ষতি কাতিয়ে উঠছিলো, ঠিক তখনই ইউক্রেন-রাশিয়ার যুদ্ধ বিশ্বব্যাপী অনিশ্চয়তার ফর ভোগ করছে।
নাগরিক প্ল্যাটফর্ম স্থানীয় সমাজের ব্যক্তিদের নিয়ে ২০২২ সালের ২ অক্টোবর চট্টগ্রামে একটি নাগরিক পরামর্শ সভার আয়োজন করে। সভায় চট্টগ্রামের সুশীল সমাজ, নাগরিক প্রতিনিধি, অ্যাকাডেমিয়াসহ সমাজের বিভিন্ন অংশ থেকে মোট ৩০ জন প্রতিনিধি অংশ নেন এবং তাদের মূল্যবান মতামত উপস্থাপন করেন।
এসডিজি বাস্তবায়নে নাগরিক প্ল্যাটফর্ম, বাংলাদেশ জাতীয় পর্যায় থেকে শুরু করে স্থানীয় ও তৃণমূল পর্যায় পর্যন্ত বিভিন্ন উন্নয়ন কর্মসূচি গ্রহণ করেছে। অথচ এ উন্নয়নের সুফল সমাজের পিছিয়ে পড়া জনগোষ্ঠীর কাছে পৌঁছাচ্ছে কিনা, সে সব বিষয়ে আলোচনা খুবই সীমিত। যাদের উদ্দেশ্য করে এসব উন্নয়নমূলক কার্যক্রম হাতে নেওয়া হচ্ছে, স্থানীয় পর্যায় থেকে এ বিষয়গুলোকে তারা কীভাবে মূল্যায়ন করছেন, তা সঠিকভাবে জানা জরুরি।
নাগরিক প্ল্যাটফর্ম ২০২২ সালে জেলা ও বিভাগীয় পর্যায়ে স্থানীয় নাগরিক সমাজের প্রতিনিধি, ব্যক্তি খাতের উদ্যোক্তা, ব্যবসায়ী চেম্বার, বেসরকারি উন্নয়ন প্রতিষ্ঠান, শিক্ষক ও শিক্ষার্থী, ব্যক্তি নাগরিক এবং বিশেষত পিছিয়ে পড়া জনগোষ্ঠীর অংশগ্রহণে বিভিন্ন পরামর্শ সভার আয়োজনের উদ্যোগ নেয়।
করোনা অতিমারি জাতীয় পর্যায়ে ও বিশ্বব্যাপী বিভিন্ন মাত্রায় নেতিবাচক অভিঘাতের কারণ হয়ে দাঁড়িয়েছে। বৈশ্বিক অর্থনীতি যখন এ ক্ষতি কাটিয়ে উঠে ঘুরে দাড়ানোর চেষ্টা করছিল, ঠিক সে সময়ই ইউক্রেন-রাশিয়ার যুদ্ধ বিশ্বব্যাপী অনিশ্চয়তার এক নতুন মাত্রা যোগ করেছে।
