The Centre for Policy Dialogue (CPD), RDRS Bangladesh and Citizen’s Platform for SDGs, Bangladeshthe jointly organised a pre-budget dialogue titled “Recommendations on Social Protection in the National Budget” on 1 April 2017 at the Begum Rokeya Auditorium of the RDRS Bangladesh, in Rangpur. Targeting the upcoming national budget for FY2017-18, the event was organised under CPD’s flagship programme Independent Review of Bangladesh’s Development (IRBD). CPD is currently working as the Secretariat of the Citizen’s Platform.

Decentralised budgets critical for SDGs implementation: analysts

Achievement of sustainable development goals (SDGs) will depend significantly on the effective decentralisation of the national budget allocations, analysts said yesterday.

District budgets can ensure the inclusion of the marginalised segments of the population in the national development activities, they said at a pre-budget discussion in Rangpur.

The discussion on the “Recommendations on social protection in the national budget” was organised jointly by the Centre for Policy Dialogue (CPD), RDRS Bangladesh and the Citizen’s Platform for SDGs, Bangladesh.

Rangpur City Corporation Mayor Sarfuddin Ahmed Jhantu attended the dialogue as the chief guest. Mustafizur Rahman, distinguished fellow of CPD, chaired the programme.

CPD’s Executive Director Fahmida Khatun presented a keynote paper.

The paper showed budget allocations in areas such as social protection is lesser for Rangpur, although the division lags behind in many of the socio-economic indicators compared to other divisions of the country.

Jhantu urged the government to increase allocation for the people of Rangpur in social safety nets and development projects.

Sultana Kamal, a core group member of the Citizen’s Platform for SDGs, Bangladesh and eminent human rights activist, hoped that the government will play more a proactive role in keeping its commitment to the people on ensuring their social rights.

Sultana Parvin, deputy commissioner (in-charge) of Rangpur, attended the event as special guest and Selima Rahman, executive director of RDRS Bangladesh, delivered the welcome remarks. Anisatul Fatema Yousuf, a director of CPD and the coordinator of the Citizen’s Platform, was also present.

রংপুর অঞ্চলের জন্য আলাদা বরাদ্দ প্রয়োজন

মানবাধিকার কর্মী সুলতানা কামাল বলেছেন, শিক্ষার দিক থেকে রংপুর এগিয়ে থাকলেও অন্যান্য দিক থেকে এখনও পিছিয়ে। এ অঞ্চলের জন্য বাস্তবতার নিরিখে অগ্রাধিকার ক্ষেত্র নির্ধারণ করে আলাদা বাজেট প্রণয়ন করতে হবে। সেই সঙ্গে দুর্নীতি মনিটরে সুশাসন প্রয়োজন। সেন্টার ফর পলিসি ডায়ালগ (সিপিডি) ও এসডিজি বাস্তবায়নে নাগরিক প্ল্যাটফর্মের যৌথ উদ্যোগে ‘সামাজিক সুরক্ষার জন্য জাতীয় বাজেট প্রস্তাব’ শীর্ষক প্রাক-বাজেট সংলাপে তিনি এ কথা বলেন। গতকাল শনিবার রংপুর আরডিআরএস রোকেয়া মিলনায়তনে এ আলোচনায় রংপুর বিভাগের ৮ জেলার জনপ্রতিনিধি, সরকারি কর্মকর্তা, বিশ্ববিদ্যালয় ও কলেজের শিক্ষক, বেসরকারি উন্নয়ন সংস্থার প্রতিনিধি, রাজনৈতিক নেতৃবৃন্দ, সাংবাদিক এবং সুশীল সমাজের প্রতিনিধিরা উপস্থিত ছিলেন।

সুলতানা কামাল আরও বলেন, সামাজিক সুরক্ষার জন্য এখানে বাজেট দরকার ৩ শতাংশ। রাখা হচ্ছে মাত্র ২ শতাংশ। সামাজির সুরক্ষার জন্য বেশি বরাদ্দ রাখা প্রয়োজন। টেকসই উন্নয়নে দুর্নীতিমুক্ত ব্যবস্থাপনাও জরুরি বলে মনে করেন তিনি।

তিনি বলেন, এখানকার মানুষ কঠোর পরিশ্রম করে, কিন্তু তারা সেই শ্রমের ন্যায্য মজুরি পায় না। এর পরিবর্তন দরকার। তিনি বলেন, হিসাব না করেই ঢাকা থেকে ঢালাওভাবে বাজেট প্রণয়ন করা হয়। এতে অনগ্রসর অঞ্চলের উন্নতি হচ্ছে না। এ ছাড়া যে

বাজেট দেওয়া হয় তাতে দলীয়করণ ও আত্মীয়করণ হয়ে থাকে।

প্রধান অতিথির বক্তব্যে রংপুর সিটি মেয়র সরফুদ্দিন আহমেদ ঝন্টু বলেন, রংপুরে কোনো শিল্প-কারখানা গড়ে ওঠেনি। এ কারণে অন্যান্য অঞ্চলের চেয়ে অনেক পিছিয়ে রয়েছে রংপুর। আর কল-কারখানা গড়ে না ওঠায় এখানে গ্যাস নেই। তিনি বলেন, সম্প্রতি গ্যাস লাইনের জন্য একটি সংস্থা রংপুরে সার্ভে করে গেছে। খুব দ্রুত রংপুরে গ্যাস আসবে। এ নিয়ে সরকারের সঙ্গে তার ফলপ্রসূ আলোচনা হয়েছে। তিনি বলেন, ২০৩ বর্গকিলোমিটার এলাকা নিয়ে রংপুর সিটি করপোরেশন। এখানে প্রতি বছর সরকার বাজেট প্রদান করে ৮ কোটি টাকা। এত কম টাকা দিয়ে নতুন এ সিটি করপোরেশনের উন্নয়ন সম্ভব হয় না।

সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) ফেলো অধ্যাপক মোস্তাফিজুর রহমানের সভাপতিত্বে অনুষ্ঠানে অন্যদের মধ্যে বক্তব্য রাখেন রংপুরের ভারপ্রাপ্ত জেলা প্রশাসক সুলতানা পারভীন, আরডিআরএস-এর নির্বাহী পরিচালক ড. সেলিমা রহমান, সিপিডির নির্বাহী পরিচালক ড. ফাহমিদা খাতুন প্রমুখ। এ ছাড়া উন্মুক্ত আলোচনায় অংশ নেন কারমাইকেল কলেজের সাবেক অধ্যাপক ড. রেজাউল হক, প্রতিবন্ধী সংগঠনের নেতা আকবর হোসেন, বেতারের সাবেক আঞ্চলিক পরিচালক মনোয়ারা বেগম, বেগম রোকেয়া বিশ্ববিদ্যালয়ের হিসাববিজ্ঞান বিভাগের বিভাগীয় প্রধান আপেল মাহমুদ, শিক্ষক ওমর ফারুখ, চেম্বার প্রেসিডেন্ট আবুল কাশেম, কুড়িগ্রামের সাইদা ইয়াসমিন, বাসদের মমিনুল ইসলাম, অধ্যক্ষ ফখরুল আনাম বেঞ্জু প্রমুখ।
